I'm afraid there are no HC30E USB drivers for that operating system. It's quite common for older cameras like this to eventually lack USB support as newer systems are developed and released.

You can either use an older PC or OS, or use firewire (i.LINK) instead of USB to connect the camera. You need to have a firewire port on the PC, or install a firewire card (not an expensive modification) and connect via the DV-out port on the camera.
