Bootloader unlock allowed: No

heey all.

i went to unlook the bootloader  from this site:

http://developer.sonymobile.com/unlockbootloader

but when i enter *#*#7378423#*#* its tell me that Bootloader unlock allowed: No so i cant unlook it.

how can i solve this issu ?

Sorry but you can't - This would have either been locked by your network or it is a country restriction

my phone is not locked by a network .

but how to check if it counntry restrection ?
