as you have kindly posted the link , it looks like it's a well known problem after the update, but everything can be sorted out, there is a reason for everything
if you haven't already done so, please;
1) remove any third party market applications that produce custom notifications, such as droid notify for ex..
2) temporarily stop / force close any email client, till we know the problem cause
now please perform a small test by sending a message to the phone, and see if it works.
if it doesn't - although this solution isn't welcomed by sony - you can install a custom ROM for your Arc S
i had this device for over 3 years and i can tell you there are alot of pretty good customer ROMs out there, let me know if you needed further help

one more thing
please check your device memory!
go to settings, in the apps section
and see if the remaining Memory is sufficient for your device
sometimes if the memory is stuffed, there ain't enough room for notifications to work, it happened alot with my Arc S, especially when someone calls, i had to get into the call log to know that someone actually called
