I recommend that you get in touch with your operator regarding this feature, since it is dependant on the operator. Contact them and see if they have plans to launch the feature for your device. 

An example of the benefits using VoLTE is being able to make high quality phone calls over LTE (4G) rather than 3G.

This feature is dependant on the operator, therefore I recommend that you get in touch with them to see if they plan on rolling that feature for your specific phone model.

VoLTE comes with the operator branded firmware, and will be more or less limited to that one operator (you can be lucky, but more often you will not be).

Just to clarify what I meant, the operator has to enable the feature for your specific device - this is not dependant on the SIM. My recommendation is that you get in touch with your specific operator to see if they plan to enable VoLTE for your specific device and their operator branding.
